Bidding War Risk over Smart-Meter Milestones
There is a mounting concern within the energy industry that suppliers could become embroiled in lengthy bidding wars or complex negotiations with the regulator when it comes to setting smart-meter rollout milestones. That’s the warning from Energy UK, which says the risk is significant as companies attempt to navigate the milestone-setting process.
Background
Under the current regulatory framework, major energy providers must agree annual or multi-year targets for installing and activating smart and advanced meters. Those milestones essentially dictate how many meters must be fitted and operating in smart mode within specified timeframes. If suppliers fall behind or choose overly ambitious goals, they may face penalties or enforcement action by the UK energy regulator, Ofgem.
Energy UK’s concern is that the milestone-negotiation process may become less about realistic delivery and more about competitive positioning: suppliers may aggressively bid for less demanding targets, or conversely lock horns in pushing for tougher ones, leading to delays, confusion or even shambolic coordination. In short: ‘bidding wars’ could undermine the rollout’s pace and efficiency.

Why this matters
- A delayed or disrupted smart-meter rollout impacts consumer experience, supplier compliance risk, and the broader drive toward smarter energy systems.
- With large numbers of meters still yet to transition to ‘smart mode’, the stakes are high for suppliers and regulators alike.
- The process of determining milestones isn’t just administrative, it shapes investment planning, engineering resourcing, and ultimately how quickly consumers can benefit from smart-meter functionality.
Energy UK is urging both suppliers and the regulator to adopt a more transparent, collaborative and realistic approach to milestone setting. By aligning incentives carefully, and by avoiding overly aggressive or adversarial negotiation tactics, the rollout stands a much better chance of progressing smoothly.
The smart-meter programme remains a cornerstone of the energy transition, but unless the milestone-setting process is managed effectively, the industry risks becoming bogged down in bidding wars that delay the very benefits the rollout is designed to deliver.
